A late play from John Marsden, part of the Campbelltown City bid in 1981, almost saw Canberra's bid to join the premiership knocked back. With Illawarra locked to join the competition in 1982 as the 13th club, NSWRL were set to vote Canberra in as 14th, ahead of Campbelltown and Central Coast. But on the night, Marsden produced evidence to the committee that Canberra Airport had been shut down 39 times in the last winter due to fog which raised alarm bells with the NSWRL. The Raiders bid won 24 votes to 18.
